
A circuit that trips only when the kettle and microwave are on may seem like a nuisance. In a rental flat, busy office or older home, it can also be the first visible sign of an overloaded circuit, deteriorating wiring or a faulty appliance. Professional electrical testing finds these issues before they develop into electric shock, fire risk, business disruption or an expensive emergency repair.
For homeowners, landlords and business owners, testing is not simply a box-ticking exercise. It provides a clear picture of the condition of an installation, identifies what needs attention and gives you the information needed to plan repairs or upgrades with confidence.
Electrical systems are largely hidden behind walls, ceilings and consumer units. A property can have working lights and sockets while still containing defects that are not obvious during day-to-day use. Electrical testing uses specialist instruments and a detailed visual inspection to assess whether an installation is safe for continued service.
Depending on the property and the purpose of the inspection, an electrician may check the condition of the consumer unit, earthing and bonding arrangements, circuit protection, wiring, socket outlets, switches, lighting circuits and fixed equipment. Tests can assess continuity, insulation resistance, polarity, earth fault loop impedance and the operation of RCD protection.
The technical terms matter to the electrician, but the outcome should be clear to the person responsible for the property. You should understand whether the installation is satisfactory, what observations have been found, how urgent they are and what work is recommended. Clear reporting is as valuable as the test itself.
An Electrical Installation Condition Report, commonly called an EICR, is the formal report produced after inspection and testing of a fixed electrical installation. This is the testing associated with the wiring and electrical accessories that form part of the building, rather than portable appliances plugged into sockets.
An EICR can identify defects such as damaged cables, inadequate earthing, outdated fuse boards, missing RCD protection, signs of overheating, poor previous alterations or circuits that are unsuitable for their current use. Older properties can present particular challenges, especially where extensions, loft conversions or refurbishments have added demand to an installation that was not designed for it.
The report records observations using classification codes. A C1 observation indicates danger is present and requires immediate action. C2 means potentially dangerous and calls for urgent remedial work. FI means further investigation is needed without delay. A report containing C1, C2 or FI observations will be unsatisfactory until the relevant issues are addressed or investigated.
A satisfactory EICR does not mean an installation will never require work. It confirms that, at the time of inspection, it is suitable for continued use based on the scope of the inspection. Electrical installations age, property use changes and damage can occur at any time.
Landlords in England must ensure the fixed electrical installation in their rental properties is inspected and tested at least every five years by a qualified person, or more frequently if the report recommends it. They must also provide the required paperwork to tenants and the local authority when requested. This applies across private rented homes, including many flats and HMOs, although additional duties may apply depending on the property type.
For homeowners, an EICR is strongly recommended when buying an older property, before a major refurbishment, after flood or fire damage, or when there are repeated faults such as tripping circuits, flickering lights or hot sockets. It is also sensible to arrange testing before adding high-load equipment such as an EV charger, electric heating or a new kitchen.
Commercial and light industrial premises should follow the testing interval appropriate to their environment, installation condition and use. Offices, shops, communal areas, workshops and warehouses do not all carry the same level of risk. A property with heavy machinery, public access, moisture, heat or frequent changes to equipment may need more frequent inspection than a low-use office. The existing report and a competent electrician’s assessment should guide the programme.
PAT testing focuses on portable electrical appliances and leads, such as kettles, computers, extension leads, power tools, portable heaters and cleaning equipment. It does not replace an EICR, and an EICR does not confirm that portable appliances are safe.
A sensible PAT programme combines visual checks with electrical tests where appropriate. The visual element is essential because damaged plugs, frayed leads, cracked casings and poor repairs are often found before an instrument is used. Not every item needs identical testing at the same interval. A rarely moved double-insulated desk lamp is different from a power tool used daily on a construction site.
For landlords, the legal requirement is to ensure supplied electrical equipment is safe. For employers and duty holders, electrical equipment used at work must be maintained in a safe condition. A documented, risk-based testing approach helps demonstrate that these responsibilities are being managed properly.
A well-managed inspection starts with the right scope. The electrician should establish the property type, its use, the age of the installation, known faults and whether any areas or circuits need to remain live for critical operations. In commercial settings, this planning helps reduce disruption to staff, tenants and customers.
Some tests require circuits to be isolated. That can mean temporary loss of power, reset clocks or network equipment, and possible interruption to alarms or specialist systems if arrangements have not been made. It is not a reason to avoid testing. It is a reason to schedule it properly, particularly in occupied buildings, offices and multi-unit properties.
The electrician will inspect accessible parts of the installation, test selected circuits and record results. Access matters: blocked consumer units, locked risers, concealed junction boxes and unavailable tenant areas can limit what can be inspected. Any limitations should be recorded honestly on the report. A certificate is only meaningful when its scope is clear.
Following the inspection, you should receive the report and a straightforward explanation of any remedial work. Minor improvements can sometimes be planned alongside other works. Urgent safety defects should be dealt with promptly, with dangerous circuits isolated where necessary.
Do not wait for a routine date if the installation is showing warning signs. Frequent fuse board tripping, shocks or tingles from metal fittings, burning smells, discoloured sockets, buzzing switches and lights that dim when appliances start all require professional attention.
Changes in how a building is used are another trigger. A home office, new tenant, commercial kitchen equipment, EV charger, air conditioning system or workshop machinery can place a different demand on existing circuits. The installation may be adequate, but assumptions are not a safety strategy.
There is also a practical financial case for early testing. Finding a loose connection or overloaded circuit before it causes heat damage is usually far less disruptive than responding after a failure. For landlords and property managers, a current report and prompt remedials can also reduce void-period delays and give tenants greater confidence in the property.
Electrical testing should be carried out by a competent electrician with the experience and equipment to inspect the type of property involved. Domestic testing, occupied rental blocks and commercial premises each require careful planning, clear communication and an understanding of the applicable standards.
Look for an electrician who explains the scope before work begins, provides transparent pricing, documents limitations rather than overlooking them and can carry out remedial work where needed. The cheapest inspection is not necessarily good value if it produces vague findings, missed defects or a report you cannot act on.
