
A busy HMO can place far greater demand on an electrical installation than a typical family home. Multiple tenants cooking, charging devices, using heaters and moving through shared areas means small weaknesses quickly become safety issues. The essential HMO electrical features are therefore not about adding equipment for its own sake. They are about creating a safe, compliant installation that tenants can use reliably and landlords can manage with confidence.
For landlords and property managers across London and Kent, the right specification depends on the building, its licence conditions, its layout and the findings of a suitable fire risk assessment. However, a few electrical priorities apply to almost every shared property.
The consumer unit is the control point for the property’s electrical safety. In an HMO, it needs to be correctly rated for the expected load, clearly labelled and accessible for inspection or emergency isolation. Older fuse boards and overcrowded consumer units are common warning signs, particularly where a house has been converted over time without a full electrical upgrade.
Modern protective devices are central to a safer installation. RCD protection helps reduce the risk of electric shock where a fault occurs, while individual RCBOs can provide protection per circuit. The practical advantage of RCBOs is that one fault is less likely to remove power from the whole property. If a tenant trips a bedroom circuit, for example, lighting in escape routes or appliances in shared areas may remain operational.
Circuit separation also matters. Lighting, socket outlets, fixed appliances, kitchen equipment and any electric heating should be planned sensibly rather than added to whichever circuit is nearby. A high-demand communal kitchen may need dedicated circuits for ovens, hobs, washing machines, tumble dryers and other fixed equipment. This reduces nuisance tripping and helps avoid overloaded wiring.
Where the property has been extended, converted into flats, or altered from its original use, the supply capacity and earthing arrangements should be assessed as part of the work. A consumer unit replacement alone is not always the answer if the existing cabling, main bonding or incoming supply is inadequate.
In England, rented homes require an Electrical Installation Condition Report, commonly known as an EICR, at least every five years or more often if the previous report recommends it. A change of tenancy does not automatically mean a new EICR is legally required, but it can be a sensible opportunity to review the condition of a heavily used property.
An EICR examines the fixed installation rather than portable tenant belongings. It identifies faults, deterioration, inadequate protection and departures from current safety standards that may need attention. Fire detection and alarm provision in an HMO is not one-size-fits-all. The number of storeys, occupancy type, travel distances, protected escape routes and local authority licensing conditions can all affect what is required. A suitable fire risk assessment should guide the design.
In many HMOs, a mains-powered, interlinked fire alarm system with battery back-up is appropriate. Interlinking means that when one alarm activates, alarms elsewhere in the property also sound. This is particularly valuable in larger houses, properties with bedrooms on separate floors and buildings where tenants may have doors closed overnight.
The positioning of detectors is equally important. Smoke alarms are commonly used in circulation spaces and escape routes, while heat alarms are typically more suitable in kitchens where cooking fumes would cause repeated false alarms. Depending on the property and assessment, additional detection may be needed in communal rooms, bedrooms or other specific areas.
False alarms should not be ignored as an inconvenience. Frequent unwanted activations can lead tenants to disconnect alarms, remove batteries or assume future alarms are not genuine. A professionally designed system balances early warning with suitable detector selection and sensible positioning.
Emergency lighting is one of the most valuable HMO safety measures where occupants rely on communal stairs, corridors or internal routes to leave the building. If mains power fails during an emergency, normal lighting may be lost at exactly the moment people need to see steps, changes in level, exits and final exit doors.
Maintained or non-maintained emergency fittings may be used according to the building design and fire strategy. In practical terms, the system should illuminate escape routes clearly enough for people to exit safely, not simply provide a light fitting near the front door.
The requirement and level of coverage depend on the building and fire risk assessment. Smaller, simple HMOs may need a different approach from a multi-storey licensed property with a long shared hallway. Emergency lighting also requires routine functional testing and periodic full-duration testing, with results recorded. Installing it and then forgetting it defeats the purpose.
The communal kitchen is usually the hardest-working room in an HMO. It is also where poor installation choices become obvious very quickly. Tenants may use kettles, microwaves, air fryers, toasters and white goods at the same time, often alongside fixed cooking appliances.
A practical design provides enough socket outlets in sensible locations, avoiding reliance on extension leads and multi-way adaptors. Sockets should be positioned away from sinks and hobs, while accessible isolation points should be provided for fixed appliances. Dedicated circuits may be required depending on the appliance load and manufacturer instructions.
Good kitchen lighting is more than a cosmetic upgrade. Bright, well-positioned task lighting over worktops helps tenants prepare food safely, while durable fittings are better suited to steam, heat and frequent cleaning. If extractor fans are installed, they should be wired, controlled and maintained correctly to support ventilation without creating avoidable noise or reliability issues.
Small details make an HMO easier and safer to occupy. Adequate lighting in stairwells, halls, entrances and external approaches reduces the chance of slips, trips and confusion. Two-way switching on stairs and landing areas means tenants do not need to walk through a dark space to find a switch.
Bedrooms need sufficient socket outlets for normal modern use. Where there are too few, tenants are more likely to overload adaptors or trail leads across walkways. USB charging outlets can be useful, but they should complement rather than replace properly positioned standard sockets.
External lighting may also deserve attention, particularly at entrances, side access routes and bin areas. Well-designed lighting supports security and safe access, but fittings should be selected and aimed carefully to avoid causing glare for neighbours or shining directly into bedroom windows.
PAT testing is not a blanket legal requirement for every appliance in a rented property. However, landlords remain responsible for ensuring electrical equipment they provide is safe. In an HMO, this can include supplied kettles, microwaves, vacuum cleaners, washing machines, tumble dryers and communal televisions.
A sensible maintenance approach combines visual checks, appropriate inspection and testing, prompt replacement of damaged equipment, and clear records. The frequency should reflect the appliance type, how often it is used and the environment it operates in. A seldom-used table lamp does not carry the same risk as a tumble dryer used daily by several tenants.
Emergency repairs are sometimes unavoidable, but repeated tripping, melted accessories, failed alarms or flickering lights can indicate a wider problem. The cheapest isolated repair may not be the most cost-effective decision if the installation is near the end of its serviceable life.
A proper assessment considers current compliance, tenant use, future demand and the disruption involved. For example, a planned rewire during a refurbishment can be less disruptive than piecemeal work across occupied rooms. It can also allow for upgraded fire safety systems, improved lighting, data cabling and spare capacity for future additions.
