
An electrical fault rarely gives a business convenient notice. A tripped circuit can stop tills, IT equipment, lighting, ventilation or essential machinery without warning. This commercial EICR guide explains what an Electrical Installation Condition Report involves, what the findings mean and how to plan testing without creating unnecessary disruption to your premises.
For offices, shops, warehouses, landlords and property managers, an EICR is more than paperwork. It is a detailed assessment of the fixed electrical installation that helps identify deterioration, damage, overloading and defects before they become a safety issue or costly outage.
An Electrical Installation Condition Report, usually shortened to EICR, is a formal inspection and test of the fixed wiring and electrical equipment within a building. It covers items such as consumer units or distribution boards, circuits, sockets, switches, lighting, isolators, protective devices and earthing arrangements.
It does not normally cover portable appliances such as kettles, monitors or extension leads. Those are assessed through PAT testing where appropriate. Likewise, specialist systems such as fire alarms, emergency lighting, data cabling and machinery may need separate testing or maintenance arrangements, although an experienced electrician can identify where these systems overlap with the main installation.
The purpose is straightforward: to establish whether the installation remains safe for continued use and whether it complies, as far as reasonably practicable, with the safety standards applicable to an existing installation. The inspection is carried out against the requirements of BS 7671, with consideration given to the age, design and intended use of the system.
Commercial premises place different demands on electrical systems than a typical home. An office may have high volumes of IT equipment and chargers. A retail unit may rely on display lighting, refrigeration or point-of-sale systems. A workshop or light industrial site may use three-phase supplies, machinery and higher-load circuits.
Over time, changes in occupancy and equipment can push an installation beyond what it was originally designed to handle. Extra sockets, temporary extensions, altered layouts and undocumented work can all create risks. An EICR provides a clear picture of the installation as it stands now, rather than how it looked when the building was first fitted out.
For duty holders, the Electricity at Work Regulations require electrical systems to be maintained so far as is reasonably practicable to prevent danger. There is not one universal legal interval for every commercial EICR, but regular inspection is a practical and widely recognised way to demonstrate that electrical safety is being managed properly. Insurers, lease terms, internal health and safety procedures and client requirements may also set their own conditions.
The right interval depends on the premises, how it is used and the condition of the installation. Many commercial properties are tested at intervals of up to five years, but that is not a rule to apply without thought.
A busy shop, commercial kitchen, workshop, leisure venue or site exposed to heat, moisture, vibration or physical damage may need more frequent inspection. A well-maintained office with low-risk use may be suitable for a longer interval, subject to the electrician’s assessment and the recommendations on the existing report.
An EICR should also be considered when there is a change of tenancy, a major refurbishment, a significant change in electrical load, water or fire damage, repeated tripping, or concerns about the quality of previous electrical work. If the building has been extended or reconfigured, the report can help establish whether the existing distribution and protection remain suitable.
Before testing begins, the electrician should discuss the building’s operation, access requirements and any circuits that cannot be interrupted during working hours. This matters in occupied offices, trading premises, medical settings and sites with servers, alarms, refrigeration or production equipment.
The inspection starts with a visual assessment. The electrician looks for exposed damage, incorrect connections, missing covers, overheating, signs of overloading, unsuitable equipment and inadequate labelling. Distribution boards are checked carefully, as they are central to circuit protection and isolation.
Testing then confirms whether the protective measures are working as intended. Depending on the installation and access available, this can include continuity testing, insulation resistance testing, polarity checks, earth fault loop impedance testing and verification of RCD operation. Some circuits may need to be safely isolated for parts of the test.
A professional contractor will plan this work around your operation where possible. That may mean testing in phases, carrying out selected work outside normal hours or agreeing planned shutdowns for sensitive circuits. The trade-off is simple: testing needs sufficient access and, at times, controlled interruption to produce meaningful results. Rushing through an inspection to avoid all disruption can leave important defects undiscovered.
At the end of the inspection, the report records observations and assigns codes based on the level of risk. These codes help a business prioritise remedial work.
A C1 observation means danger is present and immediate action is required. The electrician may need to make the situation safe before leaving site. A C2 observation identifies a potentially dangerous condition that requires urgent attention, even if there is no immediate danger at that moment. FI means further investigation is required without delay because the inspector cannot confirm safety from the evidence available.
A C3 observation is an improvement recommendation. It does not usually make the report unsatisfactory, but it highlights work that would improve safety or bring an older installation closer to current standards. For example, an installation may be safe to continue using while still benefiting from upgraded protection, clearer labelling or improved containment.
A report containing C1, C2 or FI observations will normally be recorded as unsatisfactory. That does not necessarily mean the entire premises must close, but it does mean the listed issues need to be assessed and addressed promptly. The appropriate response depends on the defect, the affected circuit and the business activity taking place on site.
Good preparation helps the inspection run efficiently and reduces avoidable downtime. Arrange access to electrical intake positions, cupboards, risers, plant rooms and distribution boards. Make sure the electrician can reach sockets and fixed equipment where practical, and advise them about any known faults, previous alterations or circuits that supply critical equipment.
It is also helpful to identify the person authorised to approve isolation of circuits. In multi-occupied buildings, this may involve a facilities manager, tenant representative and landlord or managing agent. Clear communication prevents a planned test from unexpectedly affecting a neighbouring unit, communal system or security arrangement.
If you have previous EICRs, electrical installation certificates, circuit schedules or drawings, keep them available. Older records are not always complete, particularly in buildings that have changed hands several times, but they can make it easier to trace circuits and understand prior recommendations.
Read the report with the observations, not just the satisfactory or unsatisfactory outcome, in mind. A detailed quote for remedial work should identify what needs doing, why it is required and how it will affect your operations. For urgent defects, ask about immediate risk controls and timescales.
Once remedial works are complete, retain the relevant certificates, minor works documentation or confirmation of completed items with the original report. This creates a useful compliance record for insurers, managing agents, auditors and future tenants. It also provides a stronger starting point for the next inspection.
For larger premises, planned maintenance is often the most cost-effective approach. Addressing defects alongside scheduled refurbishments, lighting upgrades, distribution board replacements or additional data and power requirements can reduce repeat visits and limit disruption. However, C1 and C2 items should not be deferred simply to fit a future project timetable.
Commercial EICR work needs more than a quick check of a few sockets. The contractor should be competent to inspect the type of installation you have, understand the operational risks of your premises and provide a report that is clear enough to act on.
Look for a detailed scope, transparent pricing and a practical discussion about access, shutdowns and any limitations. If parts of the installation cannot be accessed or tested, the report should say so. An honest limitation is better than an assumption that creates false confidence.
